New Program to Curb Panhandling through Pet Ownership

    The city of San Francisco is implementing a program to prevent panhandling by offering panhandlers money in exchange for grooming shelter dogs until they are fit for adoption. The Wonderful Opportunities for Occupants and Fidos (WOOF) program will screen applicants to ensure a match before linking would-be panhandlers with canine companions.
